The process of building SHPs starts at the headquarters of the General Directorate of State Hydraulic Works in Ankara. SHW determines potential SHP projects and announces them on its website. Private enterprises apply to SHW. If the latter approves, the former receives the water use rights of the stream/creek in question for 49 years.
